India Office, September 5, 1912. WITH reference to your letter of the 23rd July last, I ain directed to forward for the information of Sir E. Grey a copy of a letter from the Financial Secretary to the Government of India regarding "touch" opium.

Simla, August 15, 1912. I AM directed to refer to paragraph 2 of Sir John Jordan's despatch to the Foreign Office No. 287, dated the 6th July, 1912, a copy of which has been received direct from Peking, and to say that the Government of India havo decided not to allow the export of "touch" opium to China in future. A copy of this letter is being communicated to Sir John Jordan.
